Illicit drug use is associated with multiple drug-related harms, including high rates of VIH, viral hepatitis, bacterial infections, overdoses, decreased immunity, addiction and violence (Hunt, 2003). From the perspective of those who who are street involved, illicit drug use is primary source of stigma and discrimination that limits access to health care, negatively affects the quality of care and contributes to further marginalization. Understanding the legal, political and organizational conditions that perpetuate stigmatization and discrimination in heath-care practice is essential .
